How to make GIMP scrollbars move incrementally instead of warping?

How do I make the scrollbars in GIMP move incrementally when clicked with the left button, instead of warping to the clicked spot? I'd like the scrollbars to behave as they used to years ago, before the changes to GTK's scrollbar behavior.

I have tried adding a settings.ini file to ~/.config/gtk-3.0, ~/.config/gtk-2.0, and even to ~/.gimp-2.8/themes, containing:

gtk-primary-button-warps-slider = false
But none of those changed it. Should it go in a different location, or is there a setting in GIMP that I should change?

I'm using GIMP 2.8 on Linux Mint 19.1 Cinnamon 64-bit.
