I have been using Vivaldi 3.7.2218.58 on the below LM 19.3 32-bit system without any issues.
(Except that it is slow, because the machine is slow.)

The Problem:

Received Vivaldi 3.8.2259.37 through Update Manager from the Vivaldi repo.
Vivaldi 3.8.2259.37 32-bit fails to start up. It exits before displaying its GUI.

I know i should report the problem in the Vivaldi forum.
Yet, I thought that I might ask here as well nonetheless. Maybe other users have experienced the same problem. Maybe one of them knows whether there is a way to resolve the problem.

Note:
Vivaldi 3.8.2259.37 64-bit seems to run correctly on LM 19.3 64-bit. In fact, it even runs correctly on LM 18.1 64-bit, even though the latter has just passed the end of its supported life.

Story continues:

The same situation on the other machine, where there is LM 18.1 32-bit still:
Vivaldi 3.7 ran and runs perfectly. Slow, but stable. Vivaldi 3.8 fails to start up. It aborts before displaying it application window.
Only this time the error message looks differently from the one displayed the Acer netbook. I assume that the difference is caused by Intel graphics chip (Acer) vs. NVidia graphics chip (Zotac)

While I do not expect anyone to care about LM 18.1 (Ubuntu 16.04) much any longer, I am pretty certain that this is not the reason for the issue.

Reason:
Vivaldi 3.8 fails on the supported LM 19.3 (Ubuntu 18.04) 32-bit as well.
But it works on LM 19.3 64-bit and even on LM 18.1 64-bit.

I suspect that the issue is limited to the 32-bit version of Vivaldi 3.8 only.

Next step:
Will find out whether Vivaldi 3.8 64-bit will work on MX Linux 19.4 64-bit on the same Zotac where Vivaldi 3.8 32-bit fails. ...

Conclusion:
What I am experiencing on 32-bit Linux Mint systems very likely is a problem, limited to the 32-bit edition of Vivaldi 3.8.2259.37 for Linux only.
The 64-bit edition of the same Vivaldi 3.8.2259.37 seems to work flawlessly.

Status Update:

The Vivaldi Team have removed version 3.8 stable 32-bit from their repository for the moment. 32-bit systems will receive 3.7.2218.58 instead.

Just so you didn't feel like a "lone wolf", I created a Forum account just so I could post here.... I have an old Lenovo T60, and is running 32-bit Mint 19.3 (same as you). I have the exact same issue. I hadn't bothered trying Vivaldi on a 64-bit system, but I have no reason to doubt your suspicions. I believe (like you) this is strictly a 32-bit "undocumented feature". At first, I thought it might have been kernel-related, as I think I updated to a different kernel the same time (or around the same time the latest Vivaldi came out). Thing is, I could have sworn Vivaldi did work, initially--just not since. I rolled back 2 different versions of OS via grub, but the vivaldi launch was consistent (i.e., it wouldn't).... So, I did some searching for Vivaldi v3.8 not launching; I found a page that suggested a troubleshooting switch which gave me the errors that lead me to your post.... Looks like I'll be sitting tight on this until a newer (presumably with a fix) version of Vivaldi comes out.

This is really kind. :)
I assume that on the one hand not too many LM users may still use LM 32-bit editions in combination with the Vivaldi browser.
On the other hand the primary location to discuss and get information on the issue is the Vivaldi forum.
Maybe there is such a "vivid" feedback in this thread due to the 2 mentioned reasons.

One more detail, readers here may not give a dime for:
Vivaldi 3.8.2259.42 has been released, 64-bit only. Vivaldi 32-bit is still 3.7.2218.58.
Might confirm that the issue introduced into the 32-bit Vivaldi edition is a bit tricky to fix.
