Backup Tool bug.
I created a dedicated partition on a HDD, not the SSD that the system is running on.
after I set Backup Tool to “backup” on that other drive it worked fine.
Then I ran Timeshift. (Timeshift is using the same partition)
when I ran Backup Tool again it reverted and created a New folder in /home/documents
in my mind a “backup” on the same drive in the /home folder is worthless.
Is there some hidden setting or do I need to change the backup location every time?

Backup Tool is for one-time backups of your personal files. Typical use of Backup Tool is to make a full backup of personal files before doing fresh Linux Mint install.

For recurring backup of personal files you'd use a different backup program—use the right tool for the right job and all that. Similar as how for periodic backups of system files you use Timeshift there are backup programs that will do automatic periodic backups of personal files. An easy to use and configure program is deja-dup (shows up as Backups in your menu after installation). You can install it through Software Manager. It will let you configure storage location for the backup, the schedule for automatic backups and what files to include/exclude.

The troubleshooting guide https://linuxmint-troubleshooting-guide.readthedocs.io/ details how to report bugs. But it's not a bug that a program doesn't do what it isn't designed to do. That is, Backup Tool isn't designed for recurring backups but for one-off backups.
