Is there a web builder software package that I can download for Mint? Where I can save all the html pages locally.
Something that doesn't require coding.

That depends on what you want to do with the website. If you just want to build a personal website, I suggest you use one of the on-line website builders. If you're talking about a webstore, there are several options including WordPress. Let me know what you're trying to accomplish and I'll give you more info.

Silex might tick enough of your boxes. It used to live in the cloud, but I see they are now offering a downloadable version.
