I have searched the web for information to no end. I am writing a guide on audacious and this stumps me. if I take a guess its some sort of transport for music file streaming?

That is nice that you are creating a manual for Audacious music player. I also use Audacious among other music apps. I assume you have tried to contact the developers? Have they replied?
I looked at the GitHub site for this plugin, but I did not see any real description. I know this plugin is installed with my Audacious.

If I were to make an educated guess from the plugin's name, this plugin allow Audacious to play various Internet audio or radio streams, most of which are https nowadays. From what I can tell, you need a specifically formatted https address with a playlist extension of .pls or .m3u, etc...

This website link below has many stations, just locate a station you want to listen to, then right click either the .pls or .m3u little link on the left of the station, select "copy link", go into Audacious and click "File" -> Open URL or Add URL and paste the link, it should then be in Audacious to play. Tip: higher bitrate channels have better sound, sort filter by bitrate.

I was thinking the same thing phd21 my research pointed in that direction. Than I looked at Hoser Rob reply and that was confirmed. I do not know how many users of audacious will use it with internet radio. But now I can state for the plugin is for.

No the developer has not responded. Once I finish it I will ask on their forums opinion. My original manual file got corrupted and I had to delete it. I am rewrite it. This time many backups. I have been writing out a draft and from there I will add my final touches.
