When I click on system settings nothing happens. How do I fix this?

When I click on system settings nothing happens. How do I fix this?

As my crystal ball is currently in repair, please generate an overview of your system like this:

- Launch a terminal window (this is how to launch a terminal window);

- Make the terminal window full screen, to avoid chopped lines;

- Copy/paste this command into the terminal:

Or use the copy button in the system report to copy the system specs. This has the big advantage, that they get automatically enclosed by code tags and making it so far better readable.

Where exactly do you click to open the settings? The favorite bar on the left of the menu? A special setting in the menu?
What happens if you call the settings from the menus of the respective applets, e.g. power-settings, sound, network, calendar?

Do you have the user-applet in the panel? Can you open the system settings from the menu of this applet?

I click on the menu and go up to System Settings (nothing happens). I click on menu and All Applications an click on System Settings (nothing happens). I click on the menu, type in system settings and select it (nothing happens).

Finally, I right click on the panel and select Applets (nothing happens).

I looked at the link Mikeflan sent and although I did not understand much of what was in it one of the things that they did was type the command

That was not the error that they got. Does anyone know what the response No module named 'PIL' means?

Can you post the full output of what you got from cinnamon-settings on the Terminal?

apt reinstall python3-pil

Open the login screen settings (directly from the menu -> system) and activate the guest account. Reboot and log in as guest. Same problem there?
