How do I make a basic text document (.txt) file in Mint?

with the text editor, save as...

change the line ending from linux to windows down the bottom. then give your file a name and add the .txt at the end
I’ll tell you a DNS joke but be advised, it could take up to 24 hours for everyone to get it.

Another way is right click on the desktop or a blank area in the file manager and select "Create New Document". That creates a plain text file named "Untitled Document". Then rename it watever you want.

Okay, I found the text editor. Thanks everyone. i just needed to make some simple notes.

If you place an empty text.txt file in ~/Templates directory, then you will have a right click way of creating the files.
