It seems (too small for my eyes) the dialog to reduce the size of the selected partition.

Ensure that Fast boot ( aka quick boot) is disabled both within being booted into windows AND your UEFI/bios

This has a tendency to have a sort of LOCK on hardware which is why I hate it and it doesn't do what Microsoft advertised it to do anyways.

Beyond that. I can't recall the next logical troubleshooting step.

I'll bet anything smg, rene, andyMH, and many more will remember faster than I will though 😁

Fast/quick boot is already disabled and I did disabled in BIOS 2 days ago. I'm using HP EliteDesk 705 g3 mini

Do you possibly use GParted from inside of the system with those partitions mounted? (Again, too tiny for me to see this.) If so, you cannot do anything, as only unmounted partitions can be altered.

I should have thought of that (facepalms)

If cosmo's curiosity is correct...you will need to boot from live media ( aka a thumb drive you used to install Linux mint with) and access goarted from within that live desktop.

Then you can access/create space to accomplish your goal.
