Random Screen Flashing with LM21.1 Cinnamom

I have had random cases of the Panel flashing really bad, at times.

Sometimes, the mouse just happens to scroll over an Icon on the Desktop, or across the Panel border, never been able to pinpoint the exact happen-stance, until just now.

I was scrolling down a web forum page to read the posts in a thread, and then the flashing started, I stopped immediately to grab my cellphone and make a video

Anyone any idea of what is causing this situation?

That is more than just the panel flashing. The flash appears to be twice the height of the panel.

Because you took a video of it, it is possible to stop it at the time of the "flash". There is definitely color variation. It might be an issue with your screen? I don't know what else might be that size or have the color variations.

I don't have/use a Video editor, so never even gave a thought to watching frame by frame.

sometimes, only the panel flashes, this time it was so glaring in my face, that I had to stop moving the mouse, and grab my cellphone to make a video.

I made many previous attempts to get the internal screen recorder to capture it, but touching any key stops the flashing

no clue as to how to diagnose something that disappears the instant you try to "capture" or investigate it.

I just clicked the start and stop button until I got lucky and hit a frame with the flash.

Then the issue may relate to the video driver. I periodically get flashes at the bottom, but usually only when resuming the computer from suspend or waking the screen. The issue seems to come and go so I figure what I am seeing is probably related to the kernel. I've never seen it happen just out of the blue when I move my cursor; mine has only happened when the display is resuming after being off. That is happening to me with LM20.3 (Intel graphics).

I think I am going to have to ignore it...

ah, I think I will revert back to the Intel video driver and watch that for a while.
if it is related to the Nvidia drivers, I will just stay on Intel.

No improvement with the Intel video driver,
it is still Flashing Badly,
so it is not the Nvidia Video drivers.

It is aggravating, but not a road block.

has to be some weird issue in the LM21.1 Cinnamon release.
