Sometimes, the mouse just happens to scroll over an Icon on the Desktop, or across the Panel border, never been able to pinpoint the exact happen-stance, until just now.
I was scrolling down a web forum page to read the posts in a thread, and then the flashing started, I stopped immediately to grab my cellphone and make a video
