Trying to update the Update Manager to 5.9.6 and get the error Error: Dependency is not satisfiable: mint-common (>= 2.2.4)
Any ideas on how to fix this?
Currently at 20.3 Cinnamon version 5.2.7
Kernel 5.4.0-137-generic

The current mintupdate version on Linux Mint 20.3 is mintupdate 5.8.4. (cf. http://packages.linuxmint.com/list.php?release=una)
mintupdate 5.8.8 is available on Mint 21.
mintupdate 5.9.7 is available on Mint 21.1. And it is 5.9.7, not 5.9.6. (The same applies to LMDE 5, but this is irrelevant here.)

No, they should not be downloading the version for Linux Mint 21 if they have LM20.3 installed. If for some reason they can not get the correct version using Update Manager, they should be able to get it from Synaptic Package Manager or installing from the command line.
