making voice calls to phones

hello can any one recommend a program that will allow me to call a mobile or land line from my computer. a bit like skype but i don't want to have to worry about accounts and credit. i am running mint 9 Isadora 64bit on a p4 3.0ghz, 2 gb ram, 256mb geforce 6600
