Are you with Gnome?

Then for C++ you have Anjuta. I don't know if it is in the Software Portal (no time to see) but it is in Synaptic or here

Anjuta is an effort to marry the flexibility and power of text-based command-line tools with the ease-of-use of the GNOME graphical user interface. That is why it has been made as user-friendly as possible.
I find unbelievable it is still not part of GNOME! It is unbelievable they didn't bother to have an IDE such as Anjuta! (KDE/Qt developers have KDevelop as the official one, and some alternate choices, such as QDevelop, MonkeyStudio, Edyuk and even Eclipse.)

P.S: It's the same 'stupidity' for Glipper vs Klipper... :shock:
