I have this problem for some time. Any ideas where I can change the sound settings for web players?

It's likely because the audio is recorded too low (too quiet); find an example, download it and either open it with a linux player or, better yet, open the audio in audacity/etc and check the levels. Plenty of videos have their audio volumes WAY too low.

Other than the volume control on the flashplayer (or whatever), no (except settings that'll affect all other audio).

AFAIK pulseaudio can set different volumes per application, maybe that’s the reason. I don’t use pulseaudio though, so I can’t help.
