The fact that you say that used to select something likely means you are referring to for example mplayer/one of its forks as a player; little to select wrt. gstreamer after all. That said, VA-API. I'm not near an 18.x system so can't now verify what's default these days but on 17.3 using it would involve installing 'libva-intel-vaapi-driver' and 'gstreamer1.0-vaapi' at minimum. To use VA-API as a backend driver for VDPAU (i.e., so as to be able to use it from players that only support vdpau) you can install 'libvdpau-va-gl1'.
