External sound card deivce recognized by no /dev/USB* device created

This is probably a simple fix, but I need a pointer where to go.

I have plugged in a SignaLink USB device which is an external sound card for use
in ham radio. It is essentially a modem for radio use.

I edited /lib/udev/rules.d/69-libmtp.rules to skip this device so I don't get the mtp-probe
error after it's plugged in. [nb vendor = 08bb, device = 29c6]

The /var/log/syslog shows that it's recognized.
