Streaming video into file doesn't work

Streaming video into file using Vlc caused no problems with Linux Mint 18.3 Cinnamon.
I tried the same procedure in Linux Mint 19.1 but the file remains empty. The video is shown on the screen instead.

Problem remains after reinstalling vlc or installation from flat-pak.
