apt remove alsa-tools-gui will remove it or you can use the Software Manager. I see it will free up 908KB on my 18.3 Xfce although it might end up being more if it also installed some extra stuff.Mint 19 Fresh install no sound.

As it turns out I did another installation on the same PC with a different HDD. An experiment of sorts. Bottom line was the fix for no sound was to power the computer off, rebooting it didn't fix the no sound issue. Turning it off and back on was the fix.
