Title says all, if my system tries to play say a YouTube video or game audio it will work fine but my system sounds (ex. opening a window) will only play if that sound is placed twice in a row. (I mean this as in if I open a window, no sound will play until I open another window right after that one and THEN the sound will play)
I have heard the package "speech-dispatcher" can cause sound issues so I removed it but the problem persists even after a restart.

I am not aware of speech dispatcher delaying only certain types of sounds. If you are hearing things well from Youtube or games, then this particular issue might relate just to Cinnamon rather than being sound related. By that I mean, the call to trigger sound from a particular action would be the issue and not sound itself. You may be aware of this, but only one of your Nvidia cards is being used. The GeForce GT 710 can not use the Nvidia-520 driver so there is no driver loaded for it. I don't know if that might somehow relate to this issue.

This issue is related to Cinnamon's system sounds only. Very strange. YouTube videos and game audio play fine.
