Kernels give low wi-fi signal and memtest does not run

Hello,
I have 2 different queries here.
1. When I run memtest from grub menu, it says that hd 0,13 memtest isnt found.
2. I tried to install 4.14.27 kernel version, but after booting to it , I get wi-fi signal only 30%. Where as when I boot into kernel 4.9.82 , I get 80% wi fi signal strength. Is there any way to increase the strength for 4.14.27. I want to use this series as it is LTS

I can't speak to the memtest problem, But as far as the wifi being slow in kernel 4.14 That kerenel is not a Ubuntu kernel and is not supported by Mint.
Mint uses the Ubuntu kernel system which does not follow the Linux kernel LTS exactly -- you would be better off with kernel 4.13 or 4.4. 4.13 will be replaced by 4.15 in mint 19 I believe. you can find out more about the ubuntu kernel number system from here. https://wiki.ubuntu.com/Kernel/Support

Ubuntu 18.04 supports kernel 4.15. Does that mean that for my Mint 18.3 I shouldn't use kernel 4.15? But only for Mint 19 when it's released.

4.15 hasn't been tested for mint 18.3 yet. But if it's the ubuntu version it should work ok.
4.13 is the current highest one offered by the mint team.
