unable to format a bootable flash drive

I downloaded Linux mint, then connected my 8 GB USB flash drive. right click on the iso file and pressed "make a bootable flash drive". however, when I format the flash drive in windows it shows that I only have 2.17 MB left. anyone knows how I can format the entire flash drive??

Delete its partitions in GParted or, in Windows, go to Control Panel -> Administrative Tools -> Disk Management and then select your USB and delete all partitions.
