My freshly installed linux mint 17.1 is only using 6.8 GB memory out out of 8 GB. Why is this happening? Do I need to tweak anything to use the full capacity of 8 GB RAM? Please check the attached system monitor info.

Hard to say without knowing more about your system, but it's likely that some of you system RAM is being "loaned" to the GPU (graphics processing unit), especially if this is a laptop.
Also, there's some BIOS/UEFI and O/S related "overhead" (file caches and the like) that keeps a little RAM from being allocated as system memory, but I'll bet most of what you're missing is going to video.
