Fan turns off on vostro 3450

I recently upgraded to Linux Mint 18 from 17.3. Now my fan occasionally turns off and as a result the computer gets very hot. The CPU dialed all the way down to 100mhz once because of the heat. I reboot and the fan comes back on full blast.

Could this be some kind of kernel bug..? It didn't happen when I was using 17.3. Can I control the fan speed manually?
