Touchpad Tap to Click Still Works After Being Turned OFF in Touchpad Settings

Linux Mint 18.1 -- Cinnamon 64-bit

I use a Logitech K400R Keyboard with this computer. The K400R has an inbuilt Touchpad which is recognised and works OK with Mint. But, the touchpad is very sensitive, and responds to even light touch thinking that a "click" is required, resulting in unwanted click inputs.

What I have found under Mint is that the "Tap to Click" [On/Off] configuration option in the Touchpad Settings Dialog Window has no effect when changed from On to Off. When set to off, Tap to Click still works. This poses a usability problem for me as Tap to Click on this keyboard is very sensitive, and as a result being able to turn off Tap to Click is necessary.

Can anyone advise if there is a way to set "Tap to Click" to be OFF using the command line, or by editing a config file, or by some other method ?
