Why is it that on rare occasions that when shutting down my Linux Mint computer that it will take the computer several minutes to shutdown whereas it normally will shutdown in just a second or two ?
What is it doing during these extra long shutdowns that it does not do normally ?

If you have a slow shutdown, press esc to see the kernel text outputs which can give you a hint on what's taking so long.
For example on my computer I occasionally had slow shutdowns due to a daemon not stopping, see e.g. this thread (recalling that LM18 is based on Ubuntu 16.04) :

(it's an example, I'm not saying that's what's happening to you, you need to examine the kernel outputs mentioned above)
