Hello everyone
I have a problem with my mouse. Some times it will not scroll. It will not work for a few minutes and then go back to normal and a few minutes later it stops working again. When it doesn't work, about 10-30 seconds after I scroll, it will slowly tick in 1 scroll at a time, usually about a second between each scroll until the scroll "stack" is used up. My mouse works fine in Windows and unfortunately I don't have a second mouse to test with.
What could possibly cause this?

Usually, a mouse lag or stutter problem is either system thrashing or driver problem. Normally, I suspect video driver. However, need to understand when it happens.
Does the problem occur when you are using a specific application, like Firefox or Chrome? I'm curious if the problem is network related and the driver. I see you're Ethernet connected at 1000 Mbps. A lower speed test might be needed to test that possibility. I've encountered some past problems with that Realtek Ethernet chip and driver at Gigabit speeds using Linux.
Also, you're running Mint 18.1. Is this an older install and the problem suddenly started happening or was there some change that occurred before it started? You're running a current 4.4 Kernel, so did the problem start after a Kernel update?
