Battery only charging while computer is off/shutdown.

Using Linux Mint 18.1 on an older Lenovo.

This happened a while ago but hadn't had the time to get to it. The battery can charge only while the computer is off. It doesn't charge while I'm using Linux. However, if it is charged completely, it doesn't drain, it keeps being fully charged. As long as there is one percent less charge, it starts draining regularly but doesn't charge even if it is plugged in. Also, when this happens almost all lights (except the capslock and numlock) on the laptop flash in blinks.

Any ideas on how to find the problematic part? I'm positive that this is a software issue.

Please boot from live USB and test. Live USB will have pure Mint without any aps added.
