Not able to figure out how to make the scroll bar larger but using the touch screen it is not an issue. BTW l find the touch feature works better in Chrome than in Firefox.

I think this can be done by editing a couple of files. The first is gtkrc, found in /usr/share/themes/Mint-X/gtk-2.0.
look for the line: GtkScrollbar::slider-width = (I'm pretty sure that's the one). After the equal sign, give it a higher number. I set at 20 and it is perfect. 4/7/2018 in Kernel 4.13.0-38
The second is gtk-widgets.css, found in /usr/share/themes/Mint-X/gtk-3.0.
In this file, I could not find GtkScrollbar::slider-width
