Encrypted USB 2TB Portable SSD is invisible to Dolphin - How to reformat it?

I've got a 2TB Dell Portable USB SSD that I encrypted using BitLocker (Windows 10 encryption).
My goal is to reformat it and use it with my new Linux Mint setup. There's nothing important on it.

When I place a 15GB USB stick in a USB port, dolphin recognized it and I've successfully reformatted one using USB Stick Formatter.
But this portable SSD isn't being seen by dolphin. And I don't know how to deal with it. Is it not being seen because its encrypted?

When I run inxi -Fxz what I get under Drives is this:
Drives: HDD Total Size: 3000.6GB (8.9% used) ID-1: /dev/sda model: WDC_WD10EZEX size: 1000.2GB
ID-2: USB /dev/sdb model: Portable size: 2000.4GB
Should I maybe use bleachbit and then format?
And why does dolphin not recognize it?

Here's info on the rest of the system:
Linux Mint 18.3 KDE Edition
KDE Plasma Version: 5.8.9
KDE Frameworks Version: 5.36.0
Qt Version: 5.6.1
Kernel Version: 4.10.0-38-generic
OS Type: 64-bit

Ok so I've got open the KDE Partition Manager. I hope this is what's meant by
Disk tools in the Mint Menu
and when I refresh devices it sees
/dev/sdb (Dell Portable, 1.8TiB)
So that's good. I'll have to figure out how to use this Partition Manager. (Am I on the right track?)

the Tools Disks maybe in the Kde Menu, But I'm not able to check that, as I've no Kde running ATM,
- - it maybe in - Menu - Accessories - Disks
post back if, you can find that program - - "Disks".

and if you've found "Disks" then look at the three Icons on the Left & under the Area called 'Volumes'.

So I don't have "Disks" but when I use Krunner and type "disks" it shows me KDE Partition Manager.
To reformat the drive I used the KDE Partition Manager. Now when I plug the drive in it's immediately recognized by dolphin.
