GTX 1060 blank screen under Linux Mint 19.1 64bit cinnamon

Okay so here is the issue:
My father has my old desktop using a core i5 4460 and a GTX 1060 6GB but on linux mint I am getting a black screen.
I tried removing the proprietary drivers and using the open source ones and vice versa.... no dice.
Most solutions i find online are for laptops with obsolete cards, this is a desktop so most of said solutions simply do not work.
I have hit a bit of a brick wall here.

Yeah nomodeset us the only thing that seems to work.
But i never had this issue when I had this card in my machine, the card is fine in windows and all checks out.

Please run the following command from Terminal and post back the results.

Also, did you install all service from Update Manager including the latest 4.15 kernel?
