Ubuntu has a point release 18.04.02 which uses 4.18 kernel.
Is this available for Linux Min 19.1 also?

Yes, go to Update Manager and select "View" from the menu bar. From the drop-down list select "Linux kernels". You'll see the 4.18 and 4.15 listed in left frame and the kernels available for both in the right frame from the launched window. Note, the 4.18 kernel is not LTS and is only supported until August 2019.

You can also enable the full HWE enablement stack (including updated XORG etc as well as kernel) On Mint 19.x in the same was as you can for Ubuntu 18.04 - https://wiki.ubuntu.com/Kernel/LTSEnablementStack
