Why is official LTS kernel not used by Min or Ubuntu?
4.15 is used when 4.14 or 4.19 are the official available LTSkernels from kernel.org.

Ubuntu takes the mainline kernels from kernel.org and creates their own kernels including LTS kernels, like the 4.15.0- series. Mint is based upon Ubuntu and uses their kernels.
If you'd prefer to work with mainline kernels, there is a utility UKUU that supports their use. I generally don't recommend the mainline kernels, unless their is a problem, e.g. hardware that needs a newer kernel for full support.
