Brightness levels not remembered

There have been a few threads about this already but I haven't found one with a solid solution.

My issue is with the OS not remembering the brightness level after the screen has dimmed. If I start using the machine again, the screen has gone all the way up to full brightness and I have to use the fn key to bring it all the way back down again. It is generally fine after sleep or restart (I’ve installed xbacklight to cover this).

In another (Mate) thread someone had some success using XFCE Power Manager instead of the default but not sure whether this would be possible in Cinnamon.

Using Linux Mint 19.3 on a ThinkPad X250 (Cinnamon edition).

Any ideas much appreciated.
