AMD Frequency Stepping Not Working?

I have a issue with CPU stepping not working.
I've tried setting up cpufrequtils and the governor is set to ondemand but stepping doesn't seem to be working as all cores are set at 4.2Ghz and I'm not sure why it's stuck.
I've checked and the steps of the CPU is 2.2 and 4.2 and it would make sense to have as many cores running at 2.2 unless 4.2 is needed to help reduce power usage, heat and increase the life expectancy of the CPU
Any suggestions on what I can do to get stepping working???

It's stuck because you've made it that way by messing around in the BIOS with things you don't understand. You need to read the manual for your motherboard and undo whatever setting it is that you've borked. You'll probably find it in or near CPU settings.
It's pronounced kad-eye-cha, not kada-itcha.
