I am using a labtop from Starlabs. When I use M$ windows laptops I can set the touchpad to be disabled when I have a mouse activated. Is there a way to do it with my Mint laptop?

Which Desktop are you using? If it's cinnamon you can do that by going to Menu>Preferences>Mouse & Touchpad> Touchpad tab move slider to disable touchpad when mouse is attached. On XFCE you turn off the touchpad in system settings. but will have to turn it back on before you remove the mouse.
not sure about Mate DE but think there is a software fix for it. Good luck.
Also there is a program called touchpad indicator that you can use in Mate and XFCE which works ok you have to add it via a PPA though

The Touchpad Indicator is a Gnome Shell Extension, which doesn't work for MATE. Neither does the dconf-editor setting.
There is an Enable Touchpad option in the Mouse manager that can disable the touchpad.
The requested feature can be done with a script, but its portability (between systems) is limited. Each can differ by touchpad, driver, and mouse.

Touchpad indicator works well in XFCE and will work in Mate I believe also. There are two of them one like you said is a gnome shell applet the other can be installed via the PPA that I posted and will install and work. Update: Touchpad indicator from the PPA works fine on Mate DE.

So, for who knows how long, I hadn't noticed that my panel had lost its Notification Area. Touchpad Indicator had installed before, but without the panel icon there was no sign of it being on the job. I thought it to be another Gnome Shell bust.
I added a Notification Area and up pops the Touchpad Indicator icon.
EDIT: Doesn't work with my Victsing PC120A Bluetooth mouse. Icon might as well be missing again.
EDIT2: Also doesn't work with my Logitech M315 wireless mouse with Logitech Unifying Receiver. A notification balloon pops up from Touchpad Indicator saying the touchpad is disabled, but it's wrong about that.
The Glass Half Full: Nice to have my Notification Area back.

I don't know what the problem might be because it works fine here with logitec 315 mouse. It just turns the touchpad on and off. It does not control the mouse at all. Only thing I can think of is that you may be using a different touchpad than I have and maybe different drivers.
In any event the original op may want to give it a try. If he/she is using Cinnamon it does not matter as in Cinnamon touchpad can be disable automatically if you plug in a mouse.
