cpu bug

hello, I have a problem that has persisted for a few months now.
I state that I have a laptop, and that I keep it most of the time connected to the power supply.
the problem arises when I disconnect the power from the pc on, in fact once it is no longer in charge, I notice that at regular intervals of about 10-15 seconds the pc graphics go slowly for about 5 seconds. usually to solve this it is necessary to restart the pc. out of curiosity then I went to see the system monitor, and in the part of the graphics of the cpu I see that a core goes to 100% and remains almost motionless. the peculiarity is that the core changes from time to time, even if I notice that it happens more on the first, the fourth and the eighth core.
after which I took a look at the processes with the top command and it would seem that the process that creates this malfunction is the Cinnamon desktop environment (with a consumption equal to 40).
unfortunately after months I still haven't been able to solve it, would someone be able to help me?

p.s. in my pc I also have other problems, if it can help with the diagnosis, (and in the meantime if you know how to solve them a hand would be appreciated: D) these problems, also present for a long time, are: when I suspend the pc it does not always recover ( almost never), the peculiarity is that it also happens with windows, but with arch linux it would seem not (I have a multi boot), and the other problem is a connection instability at alternating periods.

p.p.s it would seem that the matter of the bug after the disconnection from the power supply happens when the pc has been at 100% for a while. but it is a very inaccurate information, because not only, but still more.

Just as routine PC housekeeping, for dual/multi-boot with Windows, I'd disable Fast StartUp in Windows power options.

Otherwise, at any time, Windows might not fully release system resources when it shuts down. Thus any Windows update or reconfiguration could hobble Linux to some degree, when its effect is that device drivers become unable to reliably control their chipsets. The symptoms may appear as buggy software or defective hardware under Linux.


Along with Secure Boot -- which is well known for interfering with device drivers -- look for Fast Boot to be disabled (a.k.a "Minimal" for Dell) in your BIOS, so that your system avoids taking shortcuts in hardware initialization and diagnostics.


You could notice some system stability or performance improvements after these simple tweaks.
