BIOS says i have 16gbs installed but system monitor says i only have 7.8gb

like the title says. Bios and windows 10 says i have 16gbs installed, but my linux mint 20.2 64 bit says i only have 7.8gbs under system monitor. i tried googling the answer but i didnt find anything to fix the problem.

What does the terminal command report:

As you can see there is 16gb of ram recognized by Linux.
Some of this may be relegated to graphics

I am going to suggest that the RAM modules are not properly inserted, and therefore not presenting you with "Contiguous memory" space.

Notice how it says Module 2 is missing

Open up the box, and move the RAM out of slot #3 and put it in slot #2, then boot up again and rerun the tests.

well i took the ram installed on the 3rd slot and stuck it in the second slot and now its showing me 16 gbs on system monitor thanks for the help guys. is my 3rd slot broken or something??

Probably not. It may be that your bios needs contiguous chips to acknowledge the memory.

a wire was blocking my cpu fan . i noticed it too .its back to normal 40 degrees idle

Note that this is very much not advised; you are now running in single-channel mode, literally halving your memory bandwidth. See pg. 4 and 9/10 of

With the slots from the CPU side denoted 4, 2, 3, 1 (pg. 4) you want to install two DIMMs in either 1+2 (best) or 3+4. I.e., with one gap indeed. I expect a DIMM was just not seated fully; that if you maybe after cleaning/inspecting slot and DIMM reeinsert it in the old configuration that all would be fine. A second option is your CPU not being seated fully correctly; a bad pin can easily have as effect loss of a memory channel.

Any case I would not leave it at this current situation; it's suboptimal, and you may be papering over an issue with your CPU(-seating).

Memory MUST BE in Contiguous Blocks, or it will not show up, nor will it be used properly.
That is why I suggested that you move block 3 to block 2.

That is not true physically, even if only in the sense of sequentially numbered and/or placed DIMM slots not equaling logically "Contiguous Blocks" of RAM.

Please see that linked board manual for RAM placing; his is also in fact the standard situation these days: in a desktop board with 4 slots you let two DIMMs occupy the slot farthest away from the CPU, skip one, use one.

Admittedlly depending on from which side poster and/or the inxi -m output start counting he likely now has a suboptimal single-channel placing at best, as said more likely just now papered over a dead RAM channel at worst, it in turn a fairly likely result of a bad CPU seating and/or a bent/broken pin on said CPU. Since if all was right, originally his RAM placing would've worked, only then just in single channel mode.

Anyways. Again, just see that manual. And/or the underside of that DIMM and/or CPU...
