USB drives not showing in fdisk after kernel update

After rebooting from a recent update (including kernel update), I am unable to access USB hard drives and flash drives from this machine. The drives still show up in the BIOS. I am unable to see them in the gnome disk utility GUI and when I run

sudo fdisk -l
I don't see them listed. I timeshifted back to January 8th, and the USB drives started working again, but after running updates again, the problem came back. What should I do to troubleshoot this?

I switched to the 5.13.0-25-generic and the USB drives work fine with that kernel. I am still curious what the fix would be to make them work again with the 5.4.0-94 kernel. I hadn't had any problems with 5.4 until 94.
