Since this post is not marked as "solved" and I have the same problem, I think I can contribute with more infos.
My notebook is a brand new Samsung, it came with Windows 11 pre-installed. This fn issue doesn't happen with Windows.
What happens exactly is that when I press the fn key together with the volumes keys (F7 and F8 in my case) it gets stuck and turns down completely the volume or turns up completely. The same happens if I press it briefly, (unlike with the person who started this topic).
Also, my keyboard too get stuck, I can no longer use its keys, neither for typing nor for shortcuts. The only shortcut the works is ctrl + alt + del, which pops up the power off / restart options. The volume icon too doesn't respond if I try to click on it. The only way to restore it's functions is to restart or put it to sleep and wake it back up.
The display that appears on the screen when using the fn functions also get stuck quite some time on screen.
I think that's it. Maybe this extra infos can help someone to figure it out.
