I got my HP Laptop 15t-dy200 in March last year and just now found the fix.
When I got the laptop it came with Windows 11. The keyboard worked great in Windows. I set up the laptop to be dual boot with Mint. That worked well, except; when either starting in Mint or switching from Windows to Mint.
It seemed to be OK if I just logged out, but; not on re-starts.
The keyboard just did not seem to be present at the login screen. Then I noticed that the keyboard was available after 15-90 seconds.
The quick fix was to use the virtual keyboard, but; that becomes a hassle if your password is long.
Apparently, at least one other hp owner had the same problem and their fix was to add a bit to the grubmenu line that begins; GRUB_CMDLINE_LINUX_DEFAULT="quiet splash"
The added part goes after the word splash and before the " It looks like this;
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash i8042.reset i8042.nomux i8042.nopnp i8042.noloop"
