Partition type for data drive (not OS) for use on both Linux and Microsoft

If I want to use an external USB data backup drive so that (not as an operating system drive) can be accessed
by both a Linux OS and a Microsoft OS, should the partition table be MSDOS or GPT and then format type be NTFS in either case ?

For a data partition the format of the partition table is not a problem, you can use both, regardless of the used formatting. GPT is more robust than MBR.

Regarding backups: If you want to use a partition for Windows and Linux, you cannot use a Linux formatting. But this includes, that the file properties of the Linux files will get lost in the backup (regardless if NTFS or anything else).

Please expound on what you mean by the file properties of the Linux files will get lost in the backup ? Do you mean that such a DATA backup could not be used to restore data files to another or subsequent Linux installation ? Are you referring to OS/program files vs. non-OS user DATA files ?

No, this doesn't preclude reusing. But you will not get those properties back. Seeing that later is too late. So I told you beforehand.

Perhaps you are not understanding my question, because I can see all of those file properties just fine on my most current install
of Mint !!!

Undoubted. But as soon as you copy them to a not-Linux filesystem and later back, the Linux properties will be gone. Windows file systems do know nothing about Linux properties.

I don't believe that I said anything about copying them to a non-Linux machine, if I did I sure did not mean that.

In the title you wrote "partition type ... for use on both ...". This excludes Linux drives. (non-Linux machines were never in question.)
