Good. Now that is it recognized, it can be formatted.
Gparted is the easiest and best way to format your sdb1
Install Gparted:

sudo apt-get install gparted

Open Gparted (Menu > Administration > Gparted)
Right-click on the sdb1 partition > Format > ext4 > Label > SAMSUNG > click the APPLY button on the toolbar

I was trying, but the option "format" is not enabled. Only enabled (by right clicking on the sdb1 partition) are "demount" "gestione flag" "information".

You must unmount (demount) the partition before you can format it.

Ok it works. But I do not find "label" and "Samsung", or how to write it

In Gparted, right-click on the partition you want to label.
You can enter your previous label "Samsung", or use a new label.

The option "etichetta partizione" is disabled. Perhaps I can format without giving names?

A Label is optional - not mandatory.

I did it. It is very quick. Now the external hd compares in the directory /media/.... but only if I connect it after the pc is switched on. It will not automatically be shown. Nothing changed. But thank you anyway

If the external Samsung drive is USB 3.0 it is best to connect to a USB 3.0 port.

It is connected to a USB 3.0 port - so that is good.
Maybe someone else can comment on why it is not recognized when you boot.
