I wonder what the problem with cups was? I think it was something to do with the cupsd.conf file. It probably had a bad setting in it somehow.

good that you can now register a printer;
as you have re-installed CUPS, it would be interesting to see what the contents of /etc/cups/cupsd.conf are now: wondering if one can see any changes from the first printout we got;

so the question would be: how to Enable Regular Users to Add Printers to CUPS

in the cupsd.conf file ........then..... the line which says "<Limit CUPS-Add-Modify-Printer...".
so where it isOn the following line, immediately after the text "Require user @SYSTEM" add the desired user whom you would like to allow to configure CUPS.
for jimbobs one would edit it toRequire user @SYSTEM

I would think that you would just have to add the user to the lpadmin group and possibly lp group. But you may be right.
Incidently, My /etc/cups/cupsd.conf file is about 140 lines long (including # comments). I noticed that @jimbobs was considerably less. That caught my eye anyways.
I can read the contents of my cupsd.conf file. But I think its because I finally got lazy and added myself to the 'wheel' group

thanks; I remember now I can read the cupsd.conf file using the GUI and navigating to the cups folder in /etc where it can be opened with LibreOffice: I can only assume this is a Mint addition to help us all; the file can only be directly read with
........ I was intrigued by the wheel group comment: I must check up on that concept;

Ultimately, it was reinstalling CUPS that resolved my problem.
