After months of head scratching as to why I can't print on Linux Mint, I've now realised that it works fine when VPN is not switched on in my network connections.
So how do I get my printer to receive print jobs while my desktop is on VPN?
HP LaserJet Pro m452nw.
Cinnamon 20.1.

Not sure which VPN you are using, but it's not unusual for a VPN to restrict network access to its own universe. I support customers who require VPNs to access their resources, and I'm often not able to surf the web beyond the assets on the connected network.
Depending on what you are using your VPN for, you can perhaps experiment with this setting:

I used to use Mint a couple of years ago with a VPN and I remember printing was fine. My Windows also prints fine while under a VPN, so this is certainly doable, I'm just not sure how.
To answer your question, my VPN just used to mask my IP while I'm on the internet at home. It is ProtonVPN.

doesn't the WiFi IP address appear as an sub_set of the IP address,
- of your own Router ?
rather an any sub_set of the Proton VPNs IP addressing ?.
at least, that's is where my Epson XP-442 WiFi seems to be found.

it wasn't anything that fancy .. there is no VPN in use,
and with the LinuxMint Printer Wizard, that found the New IP address,
from the WiFi on the router & then added that into the Control Center, as the New Epson Printer
so, maybe you can, Turn Off your VPN, temporarily, to see if the same LinuxMint Printer Wizard,
will also find your Printer's WiFi, and then Test that you can now print an Test Page.
then, Turn On the VPN, again, to see if the Printer setting has stuck,
and that it still does work .. that the VPN doesn't mask the router, too much.

Would a static IP address on the printer make any difference?
