Mint 19.2 64bit. Cinnamon. Old Celeron PC.
Installed new RAM correctly but instead of seeing near 4GB System in Mint showed 2.7GB. BIOS showed 4GB. YT vid showed the way after a load of head-scratching.
In my old BIOS there's a setting called Memory mapping, in 'Advanced'. Switch from off to on. Voila! 3.8GB now showing.

at least that method, did work out.
sometimes, it's also the video memory mapping, again in the BIOS area,
that occupies some of the available ram . .
