Re: HP OfficeJet 3830 Series Mint 20.2 Uma CUPS server error
if you go to the PRINTERS folder;
do you have a single icon there for your HP printer? Can you right-click to open it; and can you show us a screenshot of what that shows please;
Can I suggest you delete that entry; as it does not work;
go to the ADD button; top-left in that PRINTERS folder; click on it; select the network option; give it time while it searches; see if the new entry that it creates; might work;
I assume your connection is wireless;

Re: HP OfficeJet 3830 Series Mint 20.2 Uma CUPS server error
Resolved.
Wireless.
Proceeded to adjust the printer settings and the VPN issue.
LocalHost. There were multiple printers that show for the one OfficeJet 3830, but made sure to select the one that said LocalHost. Do that by Going to Adminstration - then to Printers (folder)- then select the printer with the localhost. Right clicking on the printer, I selected "Enabled". Deleted other printers in the folder.
Rebooted the computer.
VPN. When the Computer rebooted, I did not activate any of the VPNs for the Wireless service.
Proceeded to saved documents, printed the page I needed without a problem.
