I'm sorry to report I also have this problem. However, I've used this scanner / printer for years with Linux Mint and it always worked without a hitch. Suddenly, presumably after an update, it stops working.
This doesn't inspire confidence in (I assume) the SANE scanner back-end.
I tried installing both XSane and the HP Utility but both give errors.

The HP Utility tried to download a driver but it kept failing. Now, after a couple of weeks, it suddenly succeeds in downloading the driver and the scanner works again.
