My laptop connects to my home router, so the software is functional. I went to a restaurant and attempted to connect to their password protected guest account. The manager gave me the password, but for whatever reason, the laptop refused to establish a connection. My android phone had no problem connecting to that same router. So the router is functional.
Any suggestions on what to check?

Also check
apt policy network-manager-config-connectivity-ubuntu

Thank you for the link. It was very informative. I've modified the NetworkManager entry for the restaurant wifi along with using dnsmasq. I'll report back once I try this modified connection.
