No internet connection except for the Tor browser

Greetings to all,

This has been happening for months now. When my computer is shut down improperly (reasons: power went off, the computer froze and I had to restart it pressing the button on the front of the PC, or the computer shut itself down, I think because the function to do so when a certain amount of memory usage was reached, was enabled), when I restart it I have no internet connection on any program, except for the Tor browser and the Telegram Desktop app. A couple of times in the past, the problem just went away after x number of days. Other times it didn't, so my solution was to reinstall Mint, then everything works fine. I tried using Timeshift last time, to no avail.

I would appreciate any input.
