Ok, need some clarification: is it your internet connection speed is slow or wifi signal strenght is weak? Since >%< (per cent) indicates later.
Here is what you can do: go to any "bradband speed test" site and check your connection speed first with lan cable connected and wifi disconnected and then vice versa. Sould not be any major difference. If there is, then yes, your wifi is slow. As for your 63% (signal strenght) should not worry too much (at all) if speed is ok. Fore example my wifi signal strenght (mint 13) is 78% even though my laptop is literally 3 feet away from router. And yes other distros show 100%.
Hope it helps.
Good luck
